Putin approved the sale of S-400 to China 

Russian President Vladimir Putin agreed in principle to the sale of anti-aircraft missile systems S-400 to China, the newspaper "Kommersant", citing a source close to the Kremlin. Negotiations with China on the delivery of anti-aircraft missile systems S-400 conducted over the past three years. In 2012 it became known that Moscow may sell Beijing new complexes, but only after the export version will be developed by the system. Furthermore, prolonged negotiations can be connected and systematic copying of China Russian arms and military equipment. In particular, for this reason were frozen negotiations on supplying Beijing Su-35s.

Over the past few years, China is actively interested in the purchase of Russian anti-aircraft missiles. In 2007, the country signed a contract to supply 15 battalions of S-300PMU-2 and four management systems 83M6E2. Delivery of these systems was completed in April 2010. Complexes were a part of the air defense systems in Beijing, Shanghai and several other major Chinese cities.
